Project Summary: The existing project is a new material and cemented carbide project, covering an area of 47583 m2, with an annual output of 1000 tons of cemented carbide. The construction content includes the main project, public works and environmental protection projects. The technical renovation project will not add new land in the existing factory building. The technical renovation includes the elimination of old equipment and processes (liquid ammonia hydrogen production process and equipment), the conversion of the original coal-fired boiler to 2 gas-fired boilers, the addition of 12 production equipment (5 polyurethane mold equipment, 3 grinder equipment, 1 cutting machine and 3 spray dryers), and the upgrading of some equipment. The scale of production remains unchanged after the technical transformation.

Possible environmental impact of 2. construction projects and environmental protection measures

(1) Exhaust gas-organized exhaust gas

After the technical transformation, the organized waste gas of the project includes: batching waste gas (G2-1), alcohol waste gas (G2-2), sintering waste gas (G2-3), surface treatment dust (G2-4) and gas boiler flue gas (G2-5).

① Batching waste gas (G2-1): The batching process of tungsten carbide, cobalt powder and other powders in the project adopts the form of manual weighing, and the feeding process is closed, negative pressure feeding, and basically no dust is generated. The total amount of powder used in the project is about 404t/a. Referring to the First National Pollution Source Census Industrial Pollution Source Production and Discharge Coefficient Manual (revised in 2010), if the pollution production coefficient in the process of powder batching is 0.8 kg/t raw material, the dust produced in the project batching is about 0.32t/a(0.26 kg/h, 300 days a year, 2h a day). The batching equipment is sealed and collected under negative pressure, the collection efficiency is not less than 95%, the exhaust gas is treated by a bag filter, the dust removal efficiency is 95%, and the exhaust gas is discharged through a 15-meter-high exhaust pipe, with an emission of 0.016 t/a(0.013 kg/h, 300 days a year, 2h a day).

① Alcohol waste gas (G2-2): Alcohol gas volatilization mainly comes from wet grinding and filtration. The alcohol recovery system provided by the equipment is adopted. The recovery rate of alcohol is 99%. The waste gas is discharged through a 15m high exhaust cylinder, and the emission amount is about 0.09 t/a.

② Sintering waste gas (G2-3): The waste gas in the vacuum sintering process consists of two parts, one part is protective gas, and the other part is a small amount of volatile waste gas produced by failure to collect all paraffin. The recovery rate of paraffin in the vacuum furnace degreasing process is 99%, and the remaining 1% is discharged into the air. Its main components are organic molecules and non-methane total hydrocarbons. The recovered waste gas is discharged through a 15m high exhaust cylinder, the emission is about 0.1 t/a.

③ Surface treatment dust (G2-4): The dust mainly comes from various production equipment in mold workshop, extrusion workshop, deep processing workshop and sintering workshop, mainly including trimming machine, pellet bar machine, lathe, cutting machine, bench drilling and milling machine, grinding machine, chamfering machine and double-gun roller sandblasting machine. The above equipment is equipped with dust collectors. The number of dust collectors is 50. The above equipment runs for 4h on average every day with a collection efficiency of 100, the dust is discharged through the 15m high exhaust cylinder after dust removal by the self-contained dust collector, and the annual dust emission is about 0.08 t/a.

④ Gas boiler exhaust gas (G2-5): The technical renovation project is to replace the existing one coal-fired boiler with two natural gas boilers, and the renovation has been completed. Natural gas is a clean energy, combustion of less pollutants, generally do not need to control. Diluted by external ambient air has little impact on regional ambient air quality. After technological transformation, the environmental protection boiler using natural gas as fuel has a natural gas consumption of 300000 m3/year. The boiler adopts a low nitrogen burner, and the boiler tail gas is discharged up to the standard through a 15m high exhaust pipe.

According to the routine monitoring report of the enterprise in 2018, the monitoring date is September 30, 2018. The emission concentrations of SO2, NOx and soot from natural gas boilers are divided into 20.8mg/m3, 32.5mg/m3 and 2.9mg/m3, and the emission rates are 0.00815 kg/h, 0.01274 kg/h and 0.00114 kg/h respectively.

According to the data, the emission concentrations of soot, sulfur dioxide and nitrogen oxides in the exhaust gas of gas-fired boilers after technological transformation all meet the standard requirements of the key control area of Shandong Province Boiler Air Pollutant Emission Standard (DB37/2374-2018), I .e. SO2 50mg/m3, NOx 100mg/m3 and particulate matter 10 mg/m3 ".

(2) Exhaust gas-unorganized exhaust gas

① Waste gas from batching workshop (G'2-1)

There is feeding dust in the batching process. The batching equipment is sealed as a whole and collected by negative pressure. The collection efficiency is not less than 95%, and there is 5% escape. The escape amount is 0.016t/a(0.013 kg/h, 300 days per year, 2h per day).

② Ball mill workshop exhaust gas (G'2-2)

The ball milling process of the project is mainly the waste gas of ethanol volatilization, and the dust is basically not dissipated. According to the empirical data provided by the enterprise, the volatilization of ethanol in the ball milling process is estimated by 0.1. If the annual ethanol consumption of the project is 10t/a, the ethanol (non-methane total hydrocarbon) production in the ball milling process is about 0. 01t/a(0.008 kg/h, 300 days a year, 4 hours a day).

(2) Waste water

There is no new worker domestic sewage and new workshop flushing wastewater in the Project. The boiler sewage depends on the original boiler sewage system, and the drainage volume does not increase, which is 100m/a. The soft water system relies on the original soft water system, and its water consumption does not increase, so the displacement does not increase, which is 20m/a. The total amount of sewage is 6120 m/a (the amount of sewage has not increased from that before the technological transformation).

Sewage treatment depends on the existing sewage treatment station in the plant area. After treatment, all the sewage treatment stations are used for greening and watering in the plant area, and no waste water is discharged.

(3) Noise

The main sources of noise pollution in the production process are boilers, grinders, cutting machines, vibrating screens, etc.

(4) Solid waste

This project is a technical transformation project, no new solid waste is generated, because of the elimination of backward processes, no longer produce spent catalyst and coal-fired boiler ash in the plant. The solid waste produced by the whole plant after the technical transformation is mainly production waste, domestic waste, sludge, waste ion exchange resin and waste lubricating oil.

Conclusion of Environmental Impact Assessment Proposed in 3. Environmental Impact Report

The project is in line with the national industrial policy and is an encouraged project with good social and economic benefits; it is in line with the local development plan; the site selection is feasible; after the completion of the project, it is at an advanced level in similar industries in China; on the whole, the degree of pollution is relatively light and the discharge of pollutants is less. The project "three wastes" pollutants can be discharged up to the standard. Under the condition of strictly implementing the pollution prevention measures and risk prevention measures proposed in the report, the project construction is feasible from the perspective of environmental protection.
